GOVERNMENT has described 2018 as a good year which saw President Edgar Lungu and opposition United Party for National Development (UPND) leader Hakainde Hichilema agreeing to dialogue without setting conditions.
And Chief Government Spokesperson Dora Siliya said Government is in the process of effecting the 30 Ngwee charge on WhatsApp calls through a statutory instrument (SI).
Ms Siliya told a media briefing yesterday that this year is closing on a good note as President Lungu and Mr Hichilema met and amicably resolved to dialogue.
“All these gestures are part of the dialogue process. Obviously, some people were anticipating that we would end the year without people sitting in a room and talking to each other,” Ms Siliya said.
