AS ZAMBIA Association of the Disabled (ZAD), we wish to pay tribute of thanks to the Ministry of General Education Permanent Secretary Jobbicks Kalumba for his spirit of hard work, fairness and commitment in ensuring the ministry recovers its lost glory and improves its operations more than before.
We have observed the spirit of hard work, fairness and commitment in uplifting the affairs of the Ministry of General Education in Zambia.
Within three months of his appointment, Dr Kalumba has realised and seen how teachers and workers with disabilities in the Ministry of General Education have been marginalised and relegated in deployment, appointment and promotion for so long.
During his Copperbelt familiarisation tour, Dr Kalumba met and followed the case of one blind man (Mr Chitalu Thomas Chipili) in Mufulira, with Master’s degree of education, who was denied promotion on the basis of blindness.
When he got wind of it and upon having all the required facts, on February 11, 2019, Dr Kalumba immediately directed the Provincial Education Officer Felix Ngoma to promote him to the level of a senior lecturer at Mufulira College of Education.
In the same month, the PS promoted another low vision man in Ndola, Moses Masika, class teacher, to the level of deputy head secondary school section at Lions Special School.
Furthermore, in March, 2019, as he was familiarising with Luapula Province, he met and promoted another blind man by the name of Mathews Kaoma to the level of senior lecturer at Mansa College of Education.
In the same vein and same month, he invited and accorded an opportunity to ZAD executive members, in his office, where he got more revelations on how teachers with disabilities have been ill-treated in this ministry.
In this same meeting, he, with immediate effect, promoted three blind teachers namely Carol Nkombo of Kabwe to Malcolm Moffat College of Education; Beatrice Mutale Chipili (Mrs.) of Kasama to Kasama College of Education and Mr. Lawrence Muuka of Choma, to David Livingstone College of Education as senior lecturers.
To add to the numbers, Pasco Mulenga was also elevated to the level of a senior lecturer at David Livingstone College of Education and Lackson Chipato at Zambia Institute of Special Education (ZAMISE).
