THE European Union (EU) has commended Government for not implementing the death penalty for 20 years and has welcomed the global trend towards abolition of the practice.
And Minister of Justice Given Lubinda says Zambia will continue to be a de facto death penalty abolitionist despite it being enshrined in the Constitution.
EU head of delegation Alessandro Mariani said Zambia is among 30 countries that do not practise the death penalty.
