Can police trace stolen laptops?

DEAR editor,
Last week, a colleague in one of the Whatsapp groups complained about the theft of a laptop containing personal and company information.
Someone broke into his house and stole stuff, including a laptop.
He sought for help by asking for contacts of police officers specialised is tracing stolen laptops and phones.
The feedback got me to throw this to the public in general and the police in particular because members of this group think our men and women in uniform take their ample time to react, business as usual for them.
Somebody suggested our police service (trained at Kamfinsa, Lilayi and Sondela) don’t have the capacity to trace especially laptops.
So, is it true that even if a complainant has the serial number for the stolen laptop, police can’t trace it?
