‘Acquaint yourselves with Constitution’

ZAMBIA Correctional Service (ZCS) commissioner general Percy Chato has challenged officers in the penal service to acquaint themselves with the Constitution for them to understand their responsibilities.
Mr Chato said there has been a paradigm shift in administration and custodial role of the ZCS, which is formerly Zambia Prisons Service.
“As we embrace the paradigm shift, it is important for all of us correctional officers to uphold values of a good correctional officer,” Mr Chato said.
He said this on Monday at Bothewell Imakando Correctional Staff Training College when he opened a promotions course.
Mr Chato said ZCS officers are expected to uphold integrity, accountability, fairness, efficiency, teamwork, loyalty, confidentiality and professionalism.
Mr Chato said ZCS can only provide quality services if officers understanding the role of the correctional services as prescribed by the republican Constitution
He said the transformation of Zambia Prisons Service into ZCS is in line with the paradigm shift across the world as the shift is towards moving away from typical punitive managing of prisons to correctional.
He said the new approaches in the penal service, policy and practices should not only exist in theory but should be practised by officers in the course of their duties.
“That is the only way we will bring about results in the management of corrections in the country. We need to change our mindset as we carry out our mandate,” Mr Chato said.
