Ministers’ office exit 3 months before poll fair – ZCLU

THE Zambia Civil Liberties Union (ZCLU) says the vacation of ministers from office three months before the general election will provide fair competition among political players and help save public funds.
Enactment of Act No.13 of 2025, formerly Bill 7, has clarified that ministers are going to leave office three months before the general election.
And a Copperbelt-based governance expert, Mutale Chilufya, says the clause in the new law that guarantees continuity in the office of the Attorney-General and Solicitor-General is critical to sustaining constitutional governance and legal stability during political transitions.
ZCLU executive director Isaac Mwanza cited the 2016 scenario, when some ministers overstayed in office after Parliament was dissolved and were made to pay back money they accrued by the court of law.
