VICE-PRESIDENT Mutale Nalumango says the matter regarding former ministers who did not refund the money after overstaying in office following the dissolution of Parliament in 2016 has been referred to the Attorney General’s office for appropriate action.
Mrs Nalumango named Chishimba Kambwili, Fackson Shamenda, Panji Kaunda and Dawson Kafwaya as the four former ministers who did not pay as of July 2025, despite the Constitutional Court’s order for them to do so.
She said as of July 2025, over K230,000 is still owed from each of the four former ministers as a result of non-payment.
“As of July 2025, 59 ministers who had overstayed in office and were ordered by the court of law to refund the money they earned had paid it back in full. Four ministers who were ordered to pay by the court of law had not yet paid as of July 2025,” she said.
Mrs Nalumango was responding to Katombola Member of Parliament Clement Andeleki, who wanted to know how many former ministers who had overstayed in office after the dissolution of Parliament in 2016, and were ordered by the Constitutional Court to refund the money they earned, had paid back the money as of July 2025.
The Vice-President said the New Dawn administration will endeavour to comply with court orders when issues arise.
“This Government is a law-abiding Government, but remember, the Government also has responsibilities.”
