EVERY month, the Authority produces a bulletin as a knowledge kit that enables dealers and the general public to keep abreast with current regulations.Â It highlights newly registered dealers; newly type approved equipment and also provides the links to comprehensive lists. In this weekâ€™s column, ZICTA shares the contents of the Bulletin for the month of April 2015.
The Zambia Information and Communications Technology Authority (ZICTA), under Section 66 of the ICT Act No. 15 of 2009, has been mandated to Type Approve electronic communication apparatus including radio communications equipment used or to be used in the provision of electronic communication in Zambia.Â Further, Section 64(3) of the same Act compels importers or Suppliers of any electronic communications equipment to register the original equipment manufacturerâ€™s identity with ZICTA. The Authority, grants authority to and registers dealers in such apparatus and conducts inspections to ensure that they only sell what is type approved.
The preparation of standards is done through Technical Committees comprising of stakeholders who meet to discuss the subject matter and agree on the contents of the standards through consensus. Emanating from concerns by stakeholders on the proliferation of substandard phones on the Zambian market, Zambia Bureau of Standards (ZABS) through its Telecommunication Terminals and Human Factors Technical Committee, TC 3/16/6 and in collaboration with the ZICTA embarked on developing a standard for Mobile phones in a bid to improve the quality of the received signal on the mobile phones, reduce the number of cloned phones on the market and address the potential health and safety risks posed by high power emissions from some mobile phones.
The Draft Standard specifies the technical standards and requirements for Global System for Mobile Communications (GSM) Mobile terminals that are designed or intended for use in connection with a GSM public mobile telecommunications service.
In view of the above, the public is invited to make comments on the draft standard which can be accessed from ZABS.
Comments should be submitted to the Zambia Bureau of Standards on the document SDF 011 by 29/05/2015. Suggestions entailing amendments of the text should include wording preferred and the relevant clause number quoted against any comments. If you have no specific comments to make but find the draft(s) generally acceptable, kindly notify ZABS accordingly.
As a reminder, ZICTA has launched the ZICTA Equipment Registration System (ZERS) that is aimed at not only fully implementing the equipment regulatory framework through Statutory Instruments (SIs) 6 and 65 of 2011 under the ICT Act no. 15 of 2009 but also improving service delivery and efficiency.
Dealers and contact persons will among other things be able to:

â€¢ Make online applications for equipment registration and type approval,
â€¢ Track their application status
â€¢ Have access to the list authorized dealers as well as approved equipment,
â€¢ View and print out certificates
