THE continued silence by both public service workers unions and Government on the 2017 collective agreement is worrying.
The last agreement expired on December 31, 2016 and with about 120 days before 2017 ends; workers have remained in suspense as both parties are tight-lipped. We just want to know how far the negotiations for improved conditions of service have gone. The last increment has since been eroded by increased Zesco tariffs and other food stuffs. Meanwhile, it is good that the University of Zambia has been restructured into five university colleges. This will improve efficiency and service delivery.
