THE State plans to take responsibility of the demise of Zambia Air Force (ZAF) flight sergeant Mark Choongwa, who died in police custody on March 19 last year.
When the matter came up for hearing on Friday, assistant senior State advocate, a Mr P Kachimba, informed the court that his team did not file any defence because of the protracted correspondence between the Solicitor General and the plaintiff’s advocates.
“My lady, the verbal instruction we have received is that we intend to concede liability in this matter. However, we may have to deal with issues of damages by assessment,” he said.http://epaper.daily-mail.co.zm/
