Seriously abide by Finance Act, PAC tells PS


THE Public Accounts Committee (PAC) yesterday took to task Permanent Secretary in the Ministry of Tourism and Art Howard Sikwela on why he has not taken action against erring officers following a rise in unaccounted-for money from K1.3 million in 2016 to K11.5 million in 2017.
PAC chairperson Howard Kunda said the law is clear that it is the sole duty of a controlling officer to prevent thefts of public funds.
Mr Kunda said this when Rev Sikwela and several chief executive officers and directors from various institutions under his ministry appeared before the committee to respond to audit queries.
“PS [permanent secretary], our observations are that there are a lot of weaknesses at your ministry. You need to put your foot down. I am left to wonder if you have read the Public Finance Management Act,” Mr Kunda said.
