THE Public Order Bill will be ready for presentation to Parliament in September this year, Minister of Justice Mulambo Haimbe has said.
Government is currently receiving submissions to amend the archaic law which has been abused by substantive governments to prevent freedom of assembly. Mr Haimbe is hopeful that the set time frame will be met. “I think you have seen public notices on the Public Order Act issued by the Zambia Law Development Commission, which is helping the Ministry of Home Affairs [and Internal Security] to run with the technical processes. “The public have been invited to come and make comments. In my view, speaking as a stakeholder, I’m able to see that we are making good progress. Our anticipation as a ministry is that we will have a bill ready for tabling by September,” the minister told journalists.
