Please,have pity on vulnerable pupils, students

Dear editor,
I AM disappointed with government institutions of learning such as colleges for refusing to accept part payments of tuition and other fees as they used to do in the past.
In the past, these government institutions used to accept letters of commitment from non-governmental organisations that sponsor orphans and vulnerable children, but this year things have changed.
Some political parties have taken advantage of this and are promising free education up to tertiary level.
Where will the vulnerable entrants run to if government schools and colleges start refusing part payments and commitment letters from sponsoring organisations?
