Now, PAC grills ZCS

THE Zambia Correctional Service (ZCS) spent over K700,000 it raised from maize and mealie-meal sales on administrative expenses without treasury authority, the Public Accounts Committee (PAC) has heard.
The latest Auditor General’s report highlighted that K732,175 was collected from nine correctional facilities in Central Province of which K2,250 was remitted to the Prisons Industry Revolving Fund (PIRF), while K729,925 was spent.
PAC members yesterday took turns to question Ministry of Home Affairs Permanent Secretary Masiye Banda and Zambia Correctional Service commissioner general Chisela Chileshe, who appeared before the committee to respond to queries.
Chavuma Member of Parliament (MP) Victor Lumayi and Kasempa MP Brenda Tambatamba wondered why the authorities found it difficult to seek permission before using the funds.
