CDF misappropriation irks Luo

MUNALI member of Parliament (MP) Nkandu Luo is dismayed with the misappropriation of women and youth economic empowerment funds in her constituency.
Professor Luo, who is also Minister of Gender, says she is developing a proper mechanism to ensure empowerment funds are appropriately utilised.
Speaking during an on-the-spot check of developmental projects in her constituency conducted by the Zambia National Women’s Lobby (ZNWL) recently, Prof Luo said she has on many occasions given funds from the Constituency Development Fund (CDF) to women and youth groups who could not account for it.
ZNWL has embarked on a countrywide tour of developmental projects in female-held constituencies to showcase their work and help them retain their seats.
“I gave a K50,000 to the University of Zambia (UNZA) student union for their coffers and the students at Chainama College to start up a pharmacy but that money ended up in people’s pockets. I also gave money to some women groups in various wards; they too could not account for the money. So I am working out modalities of finding another way of helping the communities so that money does not go missing,” Prof Luo said.
And speaking after the tour, ZNWL board chairperson Beauty Katebe said she is confident that Prof Luo will retain her seat because of the many developmental projects she is spearheading.
Ms Katebe said most of the projects in Munali constituency are of good quality and standard.
She also thanked the law maker for putting the CDF funds to good use. “If people are looking for a right person to bring them developmental projects; it is Prof Luo. After touring all these projects I can say she has done her best and deserves another term,” Ms Katebe said.
