The Zambia Development Agency (ZDA) is a statutory body established in 2006 by an Act of Parliament (ZDA Act, No. 11 of 2006) and became operational in January 2007. It was set up in order to improve service delivery by operationalising the concept of ‘one-stop shop.’ It operates as a semi-autonomous institution with its Board of Directors appointed by the Minister responsible for Commerce, Trade and Industry.
The primary objective of the Agency is “To foster economic growth and development by promoting trade and investment in Zambia through an efficient, effective and coordinated private sector led economic strategy.”
The Agency’s mandate includes facilitation of the economic development of Zambia by promoting investment and competitiveness of businesses and promoting exports from the country. It has the task of working with relevant authorities to reduce the cost of doing business in the country by simplifying the processing of various business formalities, such as licencing.
The Agency is also responsible for building and enhancing the country’s investment profile for increased capital inflows, capital formation and employment creation and promoting the growth of the MSME sector by working with Government to create an investment climate that can propel long-term sustainable domestic growth.

Mission Statement
To effectively and efficiently promote and facilitate investment, trade and competitiveness of businesses in Zambia.
Vision statement
“To become a world class Agency in the promotion and facilitation of trade and investment for economic development.”
Goal Statement
The Agency plans to fulfil its mission by achieving the following goal during the (2013-2015) Strategic Plan period;
“To contribute to the creation of wealth and one million jobs by 2015, through investment and trade promotion, and facilitation”.
Director General’s Office
To guide the Agency operations by providing the necessary strategic direction, policies, procedures and plans in order to advance economic development, by promoting trade and investment in Zambia through an efficient, effective and coordinated private sector led economic strategy. The office of the Director General is supported by specialised functions that include Legal, Audit and Public Relations.
Divisions of the Agency
The Division is mandated to promote Zambia’s investment opportunities locally and internationally in order to attract Foreign and Local Investors in the different sectors of the economy. The Division is also responsible for leading, directing and developing the marketing and promotion of Zambia as an Investment Destination so as to maximise investment in line with National Economic and Social Goals.
The Investment Division is also mandated to ensure the retention of investment in Zambia. In this regard the Division coordinates the One Stop Shop (OSS), which facilitates business start-up processes by working with stakeholder agencies to provide Business Registration Services under one roof. This facility provides both Local and Foreign Investors with fast, efficient and business friendly registration services. The facility aims at making business registration services more accessible and efficient. Services provided under the OSS include:
• Business Name and Company Registration
• Tax Registration
• Employer Registration for Employee Social Security Schemes
• Loan Application for MSMEs
• Preferential Procurement Certification
• MSE Registration
• Business Licences and Permits
Public Private Partnerships & Privatisation
The Division is responsible for the overall strategic planning, promotion, implementation, coordination and monitoring of investments relating to Public Private Partnerships (PPPs), Public and Private funded Multifacility Economic Zones (MFEZs), restructuring and private sector participation in State Owned Enterprises (SOEs).
Export Development
The Export Development Division is responsible for the economic development of Zambia by promoting international competitiveness in business and promoting exports of Non-Traditional Products. The Division ensures that export trade contributes to economic growth through increased and sustainable production, job creation and competitive export market access.
The Division’s main objective is to broaden the country’s export base and increase foreign exchange earnings by providing accurate market information, expanding Zambia’s share of the global market, positioning non-traditional exports in target markets and lobbying the Government to offer favourable policies to the exporting community.
Enterprise Development
The Enterprise Development Division is responsible for promoting and facilitating the development and growth of the local enterprises especially MSMEs in the country in order to create wealth, employment and to accelerate industrialisation and economic diversification. The Division has the duty to facilitate provision of business development services that include training aimed at building capacity of enterprises, provision of market information, Business Linkages, and facilitation of Joint Ventures with local and foreign partners
Planning and Policy
The Division is also responsible for directing research and policy formulation and articulating the country’s position on trade and economic development, and measures for equitable access to economic and productive resources. The Division is responsible for conducting research related to trade and investment, industrial development and business environment in order to contribute to formulation of policy aimed at improving Zambia’s attractiveness and competiveness.
Corporate Services
The Division is responsible for providing financial and administrative support services to the Agency including coordination of Human Resource Development in order to operate efficiently and fulfil its overall mandate. The Division is also responsible for ensuring the smooth functioning of the Board.
