21 years without being confirmed

Dear editor,
On April 27, I was in Kitwe at a government department. As I was being attended to, I heard about a nurse who had worked for 21 years without being confirmed. Surely, what has delayed her confirmation?
Is it the human resource department or herself? As far as I am concerned, it just takes six months for an employee to be confirmed. I was so shocked that by the time I wanted to approach this nurse, she had disappeared. I am urging union officials, human resource officers and authorities to ensure that such employees are assisted because it may affect their pension package.
